Senator Tom Cotton has gone on record, saying that if amnesty is allowed in the DREAM Act, “it will be the single biggest amnesty in the history of the United States.” While he argues this case, Maxwell Professor Elizabeth Cohen was quoted in a Politi Fact article contradicting these statements.
It is “completely implausible,” she said. “Not only did plenty of people eligible for IRCA have relatives living in the United States without documentation, but at that time the unlawful presence bars had not yet been passed (those came in 1996) so they could have been sponsored by IRCA recipients if they left the country.”
